Notice on the Social Stability Risk Assessment for the Coating and Coating Additives Production Base Construction Project of Guangxi Dalton Chemical Co., Ltd.
In accordance with the National Development and Reform Commission’s “Interim Provisions on Social Stability Risk Assessment for Key Fixed Asset Investment Projects” (Document No. 2492 [2012] of the NDRC Investment Department) and the Guangxi Zhuang Autonomous Region Development and Reform Commission’s “Notice on the Interim Provisions on Social Stability Risk Assessment for Fixed Asset Investment Projects in the Guangxi Zhuang Autonomous Region” (Document No. 833 [2013] of the Guangxi NDRC Investment Department), the following matters concerning the social stability risk assessment for the “Guangxi Dalton Chemical Co., Ltd. Coatings and Coating Additives Production Base Construction Project” are hereby announced:
I. Project Overview
Project Name: Construction Project for the Coatings and Coating Production Base of Guangxi Dalton Chemical Co., Ltd.
Developer: Guangxi Dalton Chemical Co., Ltd.
Construction Site: West side of Provincial Highway 521, Quli Township, Fusui County, Chongzuo City, Guangxi, adjacent to the China–ASEAN Guangxi Youth Industrial Park.
Land area: approximately 4,919.95 square meters
II. Scope and Main Contents of Public Consultation
Scope of public consultation: Residents of the villages/hamlets within the project site, as well as neighboring residents, enterprises, and social organizations that may be affected during the project’s construction and operation.
The main areas for soliciting public input include: opinions on the impacts of the project’s implementation on the production and daily life of various stakeholders, the ecological environment, and socio-economic development; specifically, this encompasses: the demands of each stakeholder group, their attitudes toward the project’s construction, potential risk factors that could undermine social stability, measures to prevent and mitigate risks to social stability, emergency response plans, as well as any suggestions or comments regarding the social stability risk assessment process for this project.
III. Form and Deadline for Submitting Comments
The public may submit comments and suggestions regarding the project’s social stability risks to the social stability risk assessment agency by mail, email, or telephone (during working hours from 8:00 a.m. to 12:00 p.m. and from 3:00 p.m. to 6:00 p.m.). The period for receiving such submissions is ten (10) calendar days from the date of this announcement.
